Regulation 36 of the Gas Installation and Use Regulations require that each property that is rented has a valid Landlord Gas Safety Record (LGSR.) This is a fundamental requirement for all social housing providers.

To maintain compliance with this regulation is a significant undertaking and one which is not fully provided for via the existing systems and methodologies. A further driver for social housing providers is that the regulator of social housing assesses governance within an organisation in part due to the way in which Gas Safety records are managed. This has the effect of Gas Safety management and record keeping being very closely scrutinised within the social housing sector. This isn’t limited to the LGSR, but incorporates all work on gas to include installations, services and repairs.

All aspects of Building Regulations and safety have come under further review over the last few years with gas being foremost of these, requiring organisations to not only be compliant but to also independently demonstrate compliance.

Social Housing providers therefore engage independent 3rd party gas auditors to not only impartially provide assurance but also to provide guidance for best practice for managing gas to enable them to fulfil their duties as a Landlord and to maintain compliance with the regulatory codes. Meeting the required standards for gas compliance is one of the most demanding operational challenges for Registered Social Landlords.

A recently commissioned independent market research survey by CIL Management Consultants identified that 70% of respondents felt that the importance of gas safety will continue to increase, with 28% of respondents of the view it will dramatically increase. It is therefore no surprise that the Operating Boards are looking at technological solutions to drive enhancements and to systematically engineer out risk. The research also highlighted that a staggering 41% of respondents believe that currently there are either non-compliance or gas safety issues, so the need to take urgent action is paramount.

Despite recognising this, the gas industry is still reliant upon legacy systems which are typically static in nature, spreadsheet driven and prone to human error due to the manual intensity required of inputting and managing the data. It is absolutely critical that the data used to make informed decisions and to report on gas compliance is wholly accurate, up to date, robust, independent immature, open and transparent. Poor quality data, or a lack of data potentially leaves the organisation exposed which could ultimately lead to reputational damage, fines and downgrades.
